Environmental Policy and Politics in Multilevel Systems: International Regimes and Global Governance (Seminar)

Inhalt: As the impact of climate change can no longer be neglected, environmental issues become a first rate topic for world summits. Yet the difficult conditions for formulating and implementing effective policies in international politics have not changed with the new awareness of global environmental threats. International cooperation and policy making still look very much like a multilevel game. Actors committed to solving global environmental problems have to deal with different audiences, actor constellations and institutional settings on the national, regional and international level at the same time. This course will start by introducing students to theories of international relations and concepts of international regimes and global governance. Secondly, the role of international organizations and NGOs, of nation states as well as the European Union in international environmental politics will be discussed. Thirdly, case studies of policies in different fields such as climate change, biodiversity, and sustainable development provide an opportunity to analyze the problem solving capacity of different strategies in multilevel systems.
