Inhalt: Global sustainability governance takes place in inter- and transnational political, societal and economic contexts and dynamics. In order to better understand opportunities and challenges of sustainable development it is essential to identify and analyze key contextual conditions. In this perspective the seminar aims at developing an embedded understanding of global sustainability governance based on conceptual literature, empirical information and case studies.

Inhalt: The normative goal of sustainability requires the long-term preservation of nature, including its functions and services for humans. Sustainability governance is concerned with how this comprehensive equity goal can be achieved in a plural and multi-scale society. One instrument of sustainability management is environmental planning, which "formulates environmental policy requirements, for instance against immissions or for nature protection, in strategies and programs and, in accordance with planning and environmental law, concretizes them in specialized environmental plans of the federal states, regions, and municipalities, as well as integrating them into spatial planning" (translated from Jacoby C. 2018). In the seminar the following topics will be analyzed and discussed with project reference: - Environmental guiding principles, environmental objectives and standards. - Environmental components ('Umweltschutzgüter'): humans, especially human health; animals, plants and biological diversity; climate and air; landscape; soil and area; water; cultural heritage and other material goods and their interrelationships with each other - Sustainable spatial planning - Planning strategies and systems - Planning and weighing processes - Analysis and evaluation of competing land uses of sectoral planning: e.g. agriculture, forestry, urban settlements, transport infrastructure, renewable energies, waste management, water management, tourism, mining of raw materials, military uses... - Environmentally specific and environmentally relevant sectoral planning and their integration into comprehensive spatial planning - Assessment and decision-making methods, as well as formal and informal planning instruments of spatial and environmental planning: data collection, analysis, evaluation, derivation of planning objectives and measures. - Landscape planning and impact regulation, FFH impact assessment - Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) - Participatory environmental planning and - Capacity development in environmental planning in developing countries From the point of view of environmental planning, the problems of land use competition in particular arise with regard to the preservation of protected assets (Section 2 (1) of the German Environmental Impact Assessment Act (UVPG); Section 8 of the German Spatial Planning Act (ROG)). During the seminar, we will explore questions such as: - How are conservation and planning design goals mediated in space? - What planning options are available to decide between use and protection interests with regard to landscape and nature or to reconcile both in terms of sustainable (spatial) development? - (How) can sustainability goals be reconciled with nature protection goals?

Sustainability Economics and Assessment (Seminar)

Inhalt: The course will draw on topics from sustainability economics (including notions such as strong and weak sustainability, natural capital, steady state economics and material and energy flow analysis); indicator theory; resilience and systems thinking and sustainability science. The seminar will start with an over view of the relations between sustainability and indicators and a discussion of indicator theory in the context of sustainability. Next key individual sustainability indicators such as the ecological footprint, the Gini index, the System of Environmental Economic Accounting (SEEA), and broader approaches such as EU approach to measuring progress will be critically examined from theoretical and methodological perspectives. Finally we will reflect on the role of assessment in moving towards a more sustainable world. Each seminar will consist of approximately one hour of lecture content and 30 minutes of group work/discussions.

Sustainability Governance/International Sustainability Law (Seminar)

Dozent/in: Julieta Sarno

Inhalt: This course focuses on the international regulatory approaches and intersections among the three pillars of sustainable development: economic, environmental and social law. Having developed in different contexts and by different institutions, Human Rights Law, International Environmental Law and International Economic Law each have unique structures, narratives and enforcement mechanisms. In line with the 2030 Sustainable Development Goals, which envisage an integrative framework for sustainable development, the course will also explore mechanisms and tools for the systemic integration of the three pillars, gender equality and recent developments in treaty lawmaking as an essential basis for a sustainable world.
