Inhalt: International migration is often considered one of the major global challenges of our time. In the European Union (EU), asylum and migration policy is today not only a competence of the individual EU member states but also a task of the EU and its institutions. Over the past 20 years or so, the EU has built a legal and political framework for the management of international migration including refugee flows, a framework which is gradually moving from setting minimum norms towards more directly applicable and binding rules and systems. This seminar aims to review, analyse and critically reflect this development. The scope of the seminar comprises both migration for protection and humanitarian purposes, irregular or 'mixed' migration flows and 'legal' migration for purposes such as work, studies or family reunification, and how these migration flows are regulated. Both domestic (national) dimensions of migration and asylum policy, EU dimensions and external dimensions can be covered. While focusing on policies and legal frameworks to regulate international migration and on the behaviour and interests of political actors in the EU, activities of non-governmental actors and civil society can also be studied and discussed. Overall, the seminar aims at examining and identifying the objectives and the potential added value of the Europeanisation of asylum and migration policy as well as the shortcomings and inconsistencies of this process.
