Theories of the policy process: policy perspectives on the Covid-19 pandemic (Seminar)

Inhalt: "In the process of public policymaking, problems are conceptualized and brought to government for solution; governmental institutions formulate alternatives and select policy solutions; and those solutions get implemented, evaluated, and revised", maintains Paul Sabatier. Since the popular stages heuristic or "policy cycle" cannot act as a causal theory, and policy-making is increasingly complex, involving a wide range of actors over a long period of time, policy scholars in the field of process theories have dropped the traditional focus of political scientists on single institutions, or single levels of government. Throughout the seminar, we will try to capture policy-making under time constraints, in crisis mode and characterized by both knowledge gaps and policy learning, as it has been characteristic for dealing with the Covid-19 pandemic. We are going to discuss what policy analysis can teach us about the salient issues and how our theoretical repertoire can help us grasp and analyse the policy actions (or non-actions), particularly in comparative perspective.
