Inhalt: International cooperation on human rights has proliferated since 1945, leading to the creation of a – or several – complex human rights regime(s) based on an increasing number of international human rights treaties and involving a multitude of international organizations and transnational actors. International Relations (IR) scholarship has dedicated a lot of attention to human rights in international relations, but until today there are many open questions on the creation, design, and implementation of international human rights norms. Maybe the most important challenge for scholars and human rights activists alike remains the “commitment-compliance-gap”: While most states sign and ratify international human rights agreements, their performance in protecting and promoting human rights in practice often fails to live up to international standards.
