Environmental governance and policy-making (Seminar)

Inhalt: Note: this course focuses on environmental policies, not politics. Environmental problems are divers: pollution, land consumption and fragmentation, deforestation, loss of biodiversity, climate change etc.. Environmental policies are needed to address these problems, to protect the natural resources, to prevent from further environmental degradation and to achieve sustainable development. Environmental policy-makers negotiate between the environment and processes that exploit it. Global environmental policies have to be made in order to change the world. National environmental policies are implemented at lower decision-making levels through a variety of instruments, e.g. ranging from environmental standards to planning processes with integrated public participation. A combined effort of public and private policies is needed. In this course emphasis is placed on the understanding and analysis of environmental problems and how these affect the society, on the process of the public (or corporate) policy cycle, and on the design and implementation of environmental policies as element of collaborative environmental decision-making. Focus areas could be for instance water policy-making, agro-forestry policy-making and climate adaptation policy-making. Topics, which will be addressed, include: • Environmental problem-solving • Environmental governance under global environmental change • Science-policy interfaces • Various analytical tools and techniques government agencies, citizen action groups, corporations and research institutions use to solve pressing environmental problems • Impact assessment and environmental assessment • Methods for the analysis of policy alternatives • Public Participation and strategies for collaborative environmental decision-making • Political roles of actors in policy-making at local, national and international levels • Interaction of policy-makers, different governmental departments, agencies, NGOs and the public • Interrelations of environmental policy-making with environmental law, environmental justice, environmental monitoring, environmental planning and management, negotiation skills and project management • Interlinkage of disciplines such as politics, economics, sociology, psychology, law etc. within environmental policy-making.
