Inhalt: Evaluation and monitoring (M&E) of government-funded programs or individual projects is a key tool for ensuring the actual implementation of policies and political strategies. Serving purposes of both accountability towards the parliamentary realm and the general public as well as of learning, evaluation examines whether projects have achieved their objective, were relevant for the target group and political partners, implemented efficiently and in coordination with other interventions, and whether its effects can be sustained after the end of an intervention. Monitoring is an ongoing activity during a project's implementation that servers as a tool for its strategic and operational steering. International development cooperation is a field where M&E has become strongly standardized over the past decades and where a rich methodological tool-box for it has been developed. The seminar will give an introduction to M&E in the realm of development cooperation, both on a methodological level where evaluation methods will be actively applied and in practical terms of the realities of a profession somewhere between applied social sciences and consulting.
