Participation in environmental and resources management - learning from case studies (Seminar)

Inhalt: The participation of citizens and organised stakeholder groups in environmental decision-making has become common practice in Western democracies. Environmental and resources management increasingly relies on the input of non-state actors to improve the information-base of plans, to foster social learning among stakeholders, to help resolve conflicts and to improve implementation and compliance with made decisions. On the other hand, participatory and collaborative processes are often costly and time-consuming; they may suffer from legitimacy problems and deprive less-powerful societal groups of more effective means to influence decision-making. In this course, we will engage deeply and critically with the pros and cons of non-state actor participation in environmental and resources management. Course participants will - read state-of-the art conceptual literature, - do a role-play game on participatory water governance, - engage with real-world case studies of participatory environmental management, - listen to and discuss with a policy-maker expert on participation. In particular, we will use available reports on real-world cases of participatory environmental management, taken from the SCAPE database of 307 coded case studies. We use a most-similar case design to compare cases which are similar in their constellation but different in their approach to participation, in order to explain the effects of different modes of participation (or non-participation).
