Inhalt: When governments attempt to address societal problems, they do so through a complex landscape of functionally and institutionally differentiated policy fields. These include not only "classic" areas of state action such as foreign, defence, interior, legal, and fiscal policy, but also newer fields like technology, energy, and environmental policy. Each policy field can be characterized by the distinct tasks and problems a modern political system must manage on behalf of a complex society. Over time, specific institutional arrangements, actor constellations, and policy patterns have developed within these fields as governments have responded through programmes and measures, "policies." How do we analyse these differentiated policy fields and the policies produced within them? How do political institutions and processes shape the formulation and implementation of problem-solving strategies? What are the consequences of embedding national policies within European institutions and international regimes? And can the action-oriented concepts of policy analysis actually be applied in practice? The lecture and both seminars will be held in English.
