Inhalt: This course will provide a comprehensive overview of concepts in environmental and sustainability governance. It is based on intensive reading of key texts. The course starts with a short introduction into governance in the context of environmental sustainability and an introduction into governance analysis. In the main part of the course, around a dozen current concepts and themes in governing environmental sustainability will be introduced. These may include: • Environmental sustainability and public policy following Rio 1992 / Governance and complexity (Voß, Newig et al.) • Governing the commons and social-ecological systems (Ostrom) • Good governance: legitimacy and effectiveness • Participatory and collaborative governance (Newig, Koontz, Gerlak etc.) • Network governance • Scales and institutional fit (Young, Folke) • Multi-level governance (Hooghe / Marks etc.) • Sustainability transitions and transition management (Gels; Kemp, Rotmans) • Institutional dynamics and institutional decline (Streeck / Thelen) • Global governance: global institutions and governance of teleconnections • Local governance and Local Agenda 21 • Learning and reflexive, adaptive governance • Evidence-based policy and governance / science-policy interface and transdisciplinarity For each theme, one course participant will be asked to present the main ideas of one key conceptual reading and one empirical reading, as a basis for active disussion in the course. We will discuss • What is the concept about? • What is the scholarly background? • What are its implications, how is it supposed to 'work'? Opportunities and challenges? • What empirical evidence is there? • Future directions, future potential? All participants will be expected to have read the two key text for each session, such that a high level of class discussion will be possible.

Globale Nachhaltigkeit - Vergleichende Länderanalysen (Seminar)

Inhalt: 193 Staaten haben sich im September 2015 auf die Agenda 2030 und damit auf die globalen Nachhaltigkeitsziele (SDG's) geeinigt. Da die Agenda nicht völkerrechtlich verbindlich ist, stellt sich die Frage, welche Bedeutung die Nationalstaaten der Agenda zukommen lassen und inwieweit sie sich tatsächlich auf den Weg zu einer nachhaltigen Entwicklung machen. Mittels vergleichender Länderanalyse sollen im Seminar ausgewählte Industrie-, Schwellen- und Entwicklungsländer untersucht werden. Neben der Nachhaltigkeitspolitik im engeren Sinne sollen dabei auch die gesellschaftlichen, wirtschaftlichen und politischen (Kontext-)Bedingungen betrachtet werden.

International and European Perspectives on Environmental and Energy Law (Seminar)

Inhalt: Ausgewählte aktuelle Fragen des int. und eur. Umwelt- und Energierechts, insbes. Klima- und Ressourcenschutzrecht. Das Seminar soll durch eine eintägige Exkursion nach Salzgitter zum Atom-Endlager Schacht Konrad am 12. Juli 2019 ergänzt werden.
