Municipal administration as a space of opportunity - Communicorn 2025

2025-11-05 In the core area of municipal administration at the Communicorn Conference of the Leuphana Social Innovation Community, it became clear that administration is not a rigid system—it can be a driver of social change.

During the roundtable discussions held by the municipal administration core area at the Communicorn conference, administrative processes were reinterpreted and sustainable perspectives were developed.

Between legal certainty and the desire for innovation, between scarce resources and a strong creative drive, it became clear how much potential lies in an administration that is courageous, empathetic, and willing to learn. Instead of merely implementing guidelines, administration can become an enabler, translator, and connecting link between citizens, politics, and the local economy. A life-centered administration does not see citizens as recipients, but as co-creators.

The vision of the future that emerged from the exchange is inspiring:

  • Administration as a space for trust, encounter, and self-efficacy.
  • A balance between preservation and renewal.
  • A place where courage and cooperation shape the state of tomorrow.

The participants of the Communicorn Conference 2025 have shown that change in administration has already started – through people who shape, listen, and act.
