Information for employees on vacation trips at home and abroad

Dear Colleagues,

Due to the continuing dynamic development of the COVID-19 pandemic and the upcoming vacation season, we would like to inform you about the currently valid regulations of the State of Lower Saxony and the Federal Republic of Germany regarding vacation travel at home and abroad.

Even if private travel concerns off-duty behavior, all employees of Leuphana are obligated to inform themselves comprehensively prior to travel and after return whether, due to the situation in the intended area of stay, entry registration, testing or so-called isolation (quarantine) must take place upon return from abroad in order to avoid serious health risks for themselves, for colleagues, for students as well as other contacts in the official area after return and at the same time not to endanger the functioning of the university. If possible, please continue to avoid traveling to areas that are particularly affected by the Corona pandemic (risk areas). Detailed advice and information on the current factual and legal situation can be found, among other places

When entering from a risk area, both entry notification and quarantine within the country are currently mandatory. Risk areas are high incidence or virus variant areas abroad. If entering from a risk area or entering by air, proof of freedom from infection must be provided by test, convalescent, or vaccination. The Coronavirus Entry Ordinance contains numerous exemptions, in particular with regard to quarantine, some of which are subject to conditions. Please inform yourself at

In the event of quarantine orders or illnesses, please immediately inform Human Resources (Ms. Rüther, 04131.677-1029, dagmar.ruether@leuphana.de), the Occupational Safety Officer (Mr. Seeba, 04131.677-1042, arbeitssicherheit@leuphana.de) and your superiors. For quarantine orders, the following regulations apply depending on whether they are ordered domestically or abroad:

1) QUARANTINE ABROAD

a) CAUSE: illness with COVID-19.
- Leave consequences: Leave will be credited back from the date of sick leave.
- Pay consequences: Pay will be paid for the duration of the illness in accordance with Section 22 of the TV-L.

b) CAUSE: tested positive or contact person.
- Leave consequences: The leave shall remain taken. In the event of an extended stay abroad, further leave, overtime compensation or unpaid special leave must be taken.
- Pay consequences: Vacation leave taken shall be eligible for vacation pay, additional time off shall be eligible for pay, and unpaid special leave shall not be eligible for pay. There is no entitlement to compensation under the Infection Protection Act. Whether compensation claims could exist under foreign law can only be checked by the employees.

2) QUARANTINE IN GERMANY

a) CAUSE: illness with COVID-19.
- Leave consequences: Leave will be credited back from the date of sick leave.
- Pay consequences: Pay shall be paid for the duration of the illness in accordance with Section 22 of the TV-L.

(b) CAUSE: tested positive or contact person; remained at leave location until end of leave.
- Leave consequences: The leave shall remain taken.
- Pay consequences: Vacation pay is payable.

c) CAUSE: tested positive or contact person; return to home location and leave remains taken.
- Leave consequences: Leave remains taken.
- Pay consequences: Leave pay entitlement exists.

d) CAUSE: tested positive or contact person; return to home, leave is canceled and work performance is performed in home office.
- Leave consequences: Vacation will be credited back to work from perception of work.
- Pay consequences: Vacation pay entitlement exists until the end of the vacation; thereafter, pay entitlement exists.

e) CAUSE: tested positive or contact; return to home office, leave is canceled and work performance cannot be performed activity-related from quarantine.
- Leave consequences: Leave will be credited as of leave termination.
- Pay consequences: Vacation pay is due for the duration of the leave, after which there is a claim for reimbursement under the Protection Against Infection Act.

These regulations apply accordingly to civil servants.
